Possibility of not having been presented the truth of Islam

In lecture it was noted that having been presented with the truth of Islam is a precondition of moral responsibility. In light of the Qur’anic passage describing the gathering of all created souls prior to incarnation, at which time all testified to Allah’s Lordship, how would it be possible for a soul NOT to have been presented with the truth of Islam?
