Can you re-explain this concept? What does it mean when we say Allah's mercy, anger, etc.?

Sheikh Faraz said in lesson one that asking if Allah feels is a false question because Allah exists beyond time while these feelings are a change that happen temporarily. Can you explain this concept of why Allah does not feel in how we normally perceive emotions? What does it mean when we say "the anger of Allah" then?
