Fuqahaa amongst the Sahaabis

Assalamu aleykum ve rahmetullahi ve barakaatuh,

Shaykh Faraz mentioned that Abdullah Ibn Umar (r), who narrated the third Hadith, was one of the Fuqaahaa amongst the Sahaabis. He said that according to the highest estimates there were only maximum 20 Fuqaaha amongst them while the most popular opinion mentions even less.

My question is the following: Which criteria did scholars use in order to call a companion a Faqih? Were all of these Sahaabis specifically mentioned by the Prophet (s) in one of his Duaas or even sent by him to teach the Muslims of a particular city about Islam? Or did they look up which of the Sahaaba ever gave Fataawa?

I find this topic particularly interesting because there must be different criteria in order to have different numbers mentioned.
